How the Civic Operator Rural Health Transformation Program reference is compiled, sourced, and maintained.
This is an independent, structured reference to the CMS Rural Health Transformation Program (RHTP) — a $50 billion, five-year program covering all 50 states ($10.0B in Year-1 awards tracked here). It exists to collect, in one predictable place per state, facts that are otherwise scattered across federal and state government sites. It is not a government site, and it is not the program’s commentary layer — interpretation, opinion and reporting live on the separate Rural Health Transformation Grant Tracker newsletter.
Award amounts, administering agencies, procurement details and dates are drawn from the primary sources above and from the program’s own dated reporting. Where a precise figure (e.g. an exact CMS award) appears in a primary source, we use it; otherwise we label a figure as approximate. We do not invent figures, agencies, or dates.
A state is profiled once it has a CMS RHTP award. An activity-log entry is included when the program’s reporting covers that state by name. Spotted an error or omission? Corrections are welcome — the fastest path is the newsletter contact channel; verified corrections are applied at the next regeneration.
We keep a strict line between facts (award amounts, agencies, official documents, procurements, dates — here) and analysis (interpretation, trends, implications — on the newsletter). Profiles link into the newsletter’s dated briefs for context, but the reference layer stays neutral.
